窦启玲说："中药必须按照中医药的传统理论体系传承、典范。但现在为了合法，按标准搞出来的很多是差药、劣药。如青连翘的含量高，老连翘的含量低，实际临床上使用老连翘才管用，但是青连翘检测含量能过关，老连翘不过关，老连翘价格就低得多，于是药厂就采青连翘；药典规定，山药的性状要求光滑平整，但实际上山药正常干燥表面就是皱的，用硫磺熏过才是光滑的。"

窦启玲认为，化学成份含量定性中药质量，首先是不承认阴阳五行，性味归经。比如，药典用麻黄碱的含量来评价麻黄的质量，麻黄的茎是发汗解表的，麻黄的根是止汗收敛的，用麻黄碱不能说明药物不同部位的功能。此外，现行药典没有能够反映炮制后的变化，如生麻黄和炙麻黄炮制过就不一样，生麻黄发汗作用强，用蜜炙过以后就成了止咳平喘的作用了；首乌有小毒，对肝肾有损害，但通过传统炮制方法，用黑豆水浸泡过，再九蒸九制，就没有毒了，反而使滋补肝肾、乌发的作用增强了。中药炮制是个大学问，有的炮制是用来增效的，有的是用来解毒的，有的是用来改变归经的。如干姜、生姜、炮姜、当归头、当归尾、当归身有效成份相同，作用完全不同。

"广大中医药工作者迫切要求近快重新修订药典，还中医中药的本来面目。"窦启玲呼吁。
