2013年度国家自然科学基金项目 申请与评审工作综述

2013年,国家自然科学基金保持面上项目、青年基金和地区基金三类项目资助经费占总资助经费的比例达70%以上;增强了科学部重点项目和重大项目的调控能力,科学部可以根据实际需求调整重点、重大项目的经费比例;加强了对青年科学基金和国际合作研究项目的支持,更加注重对探索创新性、关键技术培育性科研仪器的资助。科学基金各类项目总体上保持了稳定支持态势。

徐长庆：捷报传来心欢喜，兼谈基金申请的经验

   目前，我正在台南市参加第九届海峡两岸心血管学术研讨会。近两天，从国内传来消息，国家自然科学基金的评审结果已经传达到了各单位。哈医大今年中标了142项，我们教研室中标了5项。    今年，我的博士研究生有6人中标了国家自然科学基金的面上项目或青年项目（见下表）。捷报传来，我作为导师自然心里十分高兴。

青年科学基金项目申请的一些体会

选题新、立意准首先，选题应该体现新颖性。国家自然科学基金不能是填补国内空白性质的研究。比如，一位同行写过利用遗传算法来进行药物筛选的题目。这个题目属于演化计算的应用，在信息学科来看就觉得缺乏新意了，也就没有得到评审专家的支持。青年科学基金的申请要把握国际前沿热点，从最新的国际动态中挖掘具有价值的研究课题。其次，选题应体现立意准。青年科学基金项目一般是3年计划，因此选题应该是在一个合适的尺度上进
