2020年10月9日，国家医疗保障局官方网站发布《对十三届全国人大三次会议第9354号建议的答复》，针对全国人大代表温鹏程提出的“将接种新冠肺炎疫苗纳入医保全额报销”建议，作出答复：新冠肺炎疫苗接种人数众多，所需费用总额高，明显超出医保基金承受能力，无法纳入基本医疗保险基金支付范围。

据《答复》介绍，2019年12月1日实施的《中华人民共和国疫苗管理法》，我国将疫苗分为免疫规划疫苗和非免疫规划疫苗。其中，免疫规划疫苗由国务院卫生健康主管部门会同国务院财政部门等组织集中招标或统一谈判，各省市区统一采购，政府免费向居民提供。

《中华人民共和国社会保险法》第三十条明确规定，应当由公共卫生负担的医疗费用，不纳入基本医疗保险基金支付范围。2020年7月公布的《基本医疗保险用药管理暂行办法》也指出：预防性疫苗不纳入医保支付范围，故疫苗及接种费用等疾病预防控制项目应通过公共卫生服务资金渠道予以解决。

《答复》称，我国2019年城乡居民医保人均筹资仅为800元左右，没有能力将支付范围扩大到疫苗等非治疗性的项目。

不过，国家医保局在《答复》中也表示，将会同相关部门，共同研究新冠疫苗的费用问题。
