15亿美元再下赌注!中国生物制药创新如何扬帆破浪?

在新冠大流行的背景下,全球生物制药行业正蓬勃发展。据中信建投资证券发布数据显示,预计2019年到2030年,全球生物药市场空间将由2860亿美元增至7680亿美元,而我国生物药市场空间增速也是不容小觑,由20193120亿元增至2030年的13030亿元,增幅达到41%

中国生物制药行业正蓬勃发展,影响力正在触及全球。2021910日,Cytiva(思拓凡)宣布在全球范围内投资15亿美元以进一步扩充产能,助力生物制药行业的长期发展,这一投资力度创下新高。作为此次投资计划的重要支柱,Cytiva携手威高深化一次性耗材本土化生产,扩充三倍产能。

同时,Cytiva在上海启动亚洲首个技术研发卓越中心,并全面升级Cytiva生物技术开发培训中心(Fast Trak),以全球领先的技术标准推动国内生物工艺耗材研发和人才培养。

生物制药蓬勃发展,上游装备及耗材大有可为

据中信建投资证券数据显示,全球生物制药设备和耗材整个市场规模约在200亿美元,增速超过10%,其中耗材占比超50%。按照我国生物药市场规模推算,我国生物制药设备和耗材约占250亿元,其中耗材约为135亿元。据估算,2021年国内生物制药耗材市场规模将达到265亿元。

作为拥有60余年历史的产业链龙头企业,近年来呈现滚雪球式发展。2020Cytiva实现营收超过40亿美元,产品线囊括了生物制药上游设备,耗材以及实验室仪器等。

为加快一次性耗材本土化生产,Cytiva与威高药业再次合作扩建计划,扩建计划中的3条新生产线已在十个月内建成,将Cytiva在中国的一次性耗材产能提升至三倍,在满足中国市场需求的同时可以为印度、爱尔兰、日本、韩国、新加坡等市场提供所需,助力中国本土化生产走出去,提升全球供应链的弹性。这也是在2018年合作项目的基础上展开。

除了产能提升,Cytiva扩建计划还包括了100L1,000LXcellerexTM 混合器袋的生产,这些新产品将沿用CytivaFortemTM膜技术,这种材料先进的一次性平台膜材可以为整套一次性生物工艺系统提供简易的膜材鉴定方法,节约生产交付时间的同时确保生产安全。

双方扩建计划中还包括未来的8条新生产线,其中2条预计将在年底建成,其余6条预计在2022年第三季度完成扩建。扩建计划将增添1300平方米的ISO 7等级洁净室用于生产,1200平方米仓库以减少交货时间,极大提升了生产灵活性。

研发驱动发展,打造一次性耗材本土化生产

生物制药行业药物开发过程通常涉及从探索阶段和临床试验,为增加产线的生产效率,满足生产灵活需求,确保项目短周期、高质量的生产,打造一次性耗材研发生产闭环,已势不可挡。

作为生物制药巨头,Cytiva在上海启动亚洲首个技术研发卓越中心,实现本土化智造Cytiva在全球仅有两个一次性产品研发中心,位于上海的技术研发卓越中心将与美国麻省研发中心同步,具备重要的战略地位和全球领先的技术标准。通过设立本土研发中心,Cytiva旨在打通产品技术与产业化落地之间的壁垒,解决本土化新产品设计中的痛点,并加强对客 户需求的理解与反馈,实现从客户需求到研发到生产的本土化闭环,助力中国生物制药产业的创新发展。

Cytiva技术研发卓越中心将担负一次性生物工艺耗材样品制备;定制化产品与客户互动式培训;新产品研发、测试及验证;工艺摸索及放大;产品维护和客诉调查等内容进行整合、优化与创新;加快一次性技术本土化过程中的技术转移、验证测试、客户展示、技术应用等重点环节。在技术、设备和人员配备上,Cytiva技术研发卓越中心皆与Cytiva全球水平保持一致,遵循极高标准。

据悉,Cytiva的亚洲首个技术研发卓越中心,已完成了40个以上的工艺开发项目,10个新药临床试验申报项目,2个临床I期样品生产,有效加速生物药的研发上市进程;同时,被誉为生物医药领域黄埔军校 Fast Trak 中国打造了覆盖生物制药全流程的技术培训体系,目前每年可为业界提供500余人次的高端上下游技术。

政策加持,助力行业高质量发展

2006年以来,国务院、国家发改委、药监局、市场监督局等多部门都陆续印发了支持、规范生物医药行业的发展政策,内容涉及生物医药发展技术路线、生物医药研发生产规范、资金扶持等内容。

同时,医改的快速执行推动行业由之前的me-too逐渐向创新发展靠拢,同时加速双抗、ADC、细胞治疗与基因治疗的突破性进展。种种政策直接利好生物制药行业的加速发展。随之在新冠疫情催生下,我国对生物制药行业越来越重视。

Cytiva创建的《全球生物制药弹性指数》显示,生物制药行业表现最强的方面在政策监管,其次是供应链弹性以及研发。

政策扶持不仅仅局限于全球化体系中由需求决定的工作,来自罗氏的企业高管认为,监管机构能看到很多我们看不到的东西,因为他们看到的东西更加全面,我们在于他们互动的过程中不断学习。制药和生物制药行业为了确保像全世界人民提供安全的救命药,已建立起健康的关系。

同样,药明生物高管表示,监管体制改革意味着,中国的监管体制已与全球监管体系非常接近,相较于510年前的情况不可同日而语。比如新冠疫情危机,各国加大疫苗开发或诊断试剂开发极其迅速,从实验室到市场。

尽管监管体系明显取得了改善,但各国在审批方面仍存在差异。药明生物高管指出,希望有一天各个组织能够遵循更加通用的规则,全球会形成统一的监管体系,生物制药行业的协调性会将极大地提升,成本也会更低。

制药和生物行业在新冠疫情的之下,爆发出巨大的潜力,但根据《全球生物制药弹性指数》显示,若仍要保持高速发展,仍需付出巨大的努力,包括重新评估供应链的需求,运用新兴技术实现快速转型;本土化生产的重要性,通过提高本地化程度实现自给自足,拥抱转变、创新和加速,加强人才库的建设,扩大制造能力和研发生产本土化;适当加快监管流程,大幅度提高生产力。
