老年人功能受损的风险很高，这与骨质疏松症、跌倒和虚弱密切相关。这严重影响了他们的生活质量和健康，给社会和家庭带来了沉重的负担。虽然国内外已经针对健康老年人和功能障碍相关疾病发布了运动建议和防治指南/专家共识，但没有针对老年人身体功能障碍的预防和控制干预的指导意见。在中国身上，对老年人功能障碍防治干预的重要性认识不足，存在诊疗不规范、干预方法相对单一等诸多弊端。因此，共识专家组在参考国内外老年人功能障碍相关指南的基础上，制定了共识，为从事老年医学领域的中国医学专业人员提供指导。
