公共交通工具作为人们日常生活中的主要出行方式，具有人员密集、流动性大且空间较小的特点，加大了疫情传播的风险和防控的难度。为指导和规范新冠疫情期间公共交通工具的防控工作，国家卫生健康委组织专家制定《新冠肺炎疫情期间公共交通工具消毒与个人防护技术要求》。
　　本标准主要内容包括交通工具清洁消毒和个人防护两部分，结合了公共交通工具运营的实际情况，对公共交通工具的通风管理、预防性消毒、终末消毒，工作人员和旅行人员的个人防护提出了具体要求。标准适用于新冠肺炎疫情期间，运营中的飞机、旅客列车、高铁、长短途客车、公交车、轨道交通、船舶、出租汽车等公共交通工具的通风管理、预防性消毒、终末消毒，工作人员和旅行人员的个人防护等。本标准为疫情期间公共交通工具的清洁消毒提供技术支持，为人们在乘坐公共交通工具时的个人防护提供依据。
　　本标准在国务院应对新冠肺炎疫情联防联控机制《关于印发公共交通工具消毒操作技术指南的通知》（肺炎机制发〔2020〕13号）的基础上进行修改完善，其中终末消毒相关内容与国家卫生健康委发布的《新型冠状病毒肺炎防控方案》（第五版）、GB 19193《疫源地消毒总则》相一致。环境物体表面消毒和手卫生所用消毒剂与相关国家标准如GB 36758《含氯消毒剂卫生要求》、GB 27953 《疫源地消毒剂通用要求》、GB 27950《手消毒剂通用要求》等一致。
