乳腺癌在2020年已成为全球发病率最高的恶性肿瘤，在中国女性中，其发病率亦连续多年高居首位，且仍呈持续上升趋势。得益于筛查及早诊早治的普及，以及治疗水平的不断进步，我国乳腺癌患者5年生存率已大幅提升，但不同地区间诊断及治疗水平仍存在较大差异。

2013年，国家卫生健康委员会主导领导成立了国家肿瘤质控中心，推行肿瘤诊疗质量控制，规范肿瘤诊疗行为，促进全国范围内肿瘤诊疗规范化、同质化、标准化，最终提升恶性肿瘤患者的生存率和生活质量。
