跨省就医结算将有财政专户

5月10日，国家卫生计生委、财政部联合发布通知，要求各省（区、市）将新农合异地就医结算资金纳入财政部门按规定开设的社会保障基金财政专户中分账核算、单独记息，实现在财政专户中归集辖区内各统筹地区异地就医结算资金，并用于参合人员在省内异地和跨省就医费用的结算。

5月10日，国家卫生计生委、财政部联合发布通知，要求各省（区、市）将新农合异地就医结算资金纳入财政部门按规定开设的社会保障基金财政专户中分账核算、单独记息，实现在财政专户中归集辖区内各统筹地区异地就医结算资金，并用于参合人员在省内异地和跨省就医费用的结算。

通知明确，省级新农合经办机构负责异地就医结算资金归集的组织协调。跨省就医结算的基金支付部分可在省际间实行先预付后结算，预付资金额度为可支付2个月资金。跨省异地就医预付及结算资金由参合地省级财政专户与就医地省级财政专户进行划拨。新农合由卫生计生部门管理且没有设立省级经办机构的地区，可委托商业保险公司等金融机构开展省内及跨省异地就医结算工作。委托具有资质的商业保险机构成立省级结算中心的地区，可在省级结算中心开设专门用于异地就医费用结算的账户。商业保险机构专门账户产生的利息收入定期转入财政专户。

通知提出，为加快推进异地就医结算工作，对于就医地新农合交由其他部门管理的省（区、市），可由商业保险公司等金融机构先行向就医地定点医疗机构结算垫付资金，参合地省级经办机构在审核后提请同级财政部门将垫付资金从财政专户拨入商业保险公司等金融机构账户。
