近日，江西省卫生计生委印发《江西省县级综合医院医疗服务能力建设工作方案》提出，通过建设、培训、支援等方式，以人才、技术、重点专科为核心，加强县级综合医院医疗服务能力建设。

近日，江西省卫生计生委印发《江西省县级综合医院医疗服务能力建设工作方案》提出，通过建设、培训、支援等方式，以人才、技术、重点专科为核心，加强县级综合医院医疗服务能力建设。到2020年年底，力争使全省90%的县级综合医院达到医疗服务能力建设基本标准要求，30%的县级综合医院达到医疗服务能力建设推荐标准要求，基本实现大病不出县。

《方案》明确，逐步提升实际开放床位与卫生技术人员、护理人员、病区护士的比例，分别至少达到1∶1.3、1∶0.6、1∶0.4，并配备一定比例中级及以上职称工程技术人员。有条件的县级综合医院要在此基础上适当提高高级职称人员和临床药师等人员的占比。建立完善预约诊疗制度，优化“120”与急诊、急诊与病房、病房与手术室的交接流程，优化检查检验结果查询、推送流程，逐步建立检查检验结果县域内互认制度。

《方案》要求，各地要落实人才服务团政策，组织三级医院专家到县医院挂职。综合考虑县域居民需求、疾病外转诊率排名等因素，每家县级综合医院临床重点专科建设不少于4个，并重点加强儿科、妇产科、急诊、重症医学、IBD%E8%AF%8A%E6%B2%BB%E8%BF%87%E7%A8%8B%E4%B8%AD%E7%9A%84%E8%AF%84%E4%BC%B0-Part%202" target="_blank">血液透析、精神病、传染病、康复等临床急需专科建设。推进县级综合医院卒中、创伤急救、胸痛、危重孕产妇救治、危重儿童和新生儿救治五大中心建设，提升县域急危重症患者救治能力。深入开展城乡医院对口支援，加大医联体建设，组建医疗专科联盟，通过学科、团队、人才、管理等方面多形式立体式帮扶，全面提升县级综合医院医疗服务能力。积极争取国家集中连片特困区帮扶项目支持，以人才培训、临床技术和医院管理为重点，统筹安排省市三级医院帮扶提升国贫县和滨湖四县综合医院管理服务能力。
